red quarter sized circles on back/arm

hello,

My mom has itching red quarter sized circles on her arm and back. This is the second time that happened. The doctor said it was due to "allergies to junk air" and stress, what could this be? She went to the doctor and he put two shots in her hands, she said she felt a little better, but they are sitll there and they itch.
