60 yr old woman varicose veins in legs and swelling. Also has large blood bruises on arms and low BP

My mother of 60 years old has very large blood bruises that don't got away, her skin peels off like grapes.. She has been a smoker for nearly 47 years. She also has bad varicose veins in her legs and her legs have had a history of swelling to the point she has been hospitalized. She also has abnormally low blood pressure of 97/55 and sleeps nearly all day, has virtually no strength to do anything (a gallon of milk is too heavy to carry most times)and her hands shake constantly. She is very mentally spacey and to be honest is not very sharp, simple math problems of addition and subtraction or memory recall of unforgettable things that have happened in her life are easily forgotten and never remembered (it reminds me of early dementia or Alzheimer's. She also has a horrible diet which is closer on the anorexic side, as well as having a history of excessive opiate use. The arm bruises are my main concern because they never go away and are very grotesque and I just want her to get better, but there are also other very serious problems that I would love to get taken care of, I'll do everything in my ability. I told every symptom I could think of. Someone please give me some ideas it would be greatly appreciated. I've lost a lot of family lately and I fear my mother is next. You can't sleep all day and be completely nonfunctional by such an old age and expect to live much longer. Her doctors have absolutely no idea what her main problem is and she just continues to get her opiate and Xanax prescriptions (for herniated discs in her back and depression respectively).
