Small red bumps on outer labia

Hi, I'm an eighteen year old. I've never had sex, and I don't shave down there, but there are a bunch of small red bumps on my outer labia, right until my pubic hair starts. I know it's not herpes, but I don't know if bumps are normal or not. They don't itch, or ooze, or cause any discomfort at all...they're just there. Is this something I should worry about?
