What causes breast growth besides pregnancy, weight gain and menstruation at 29years old in women?

I'm 29 (female) and definitely not pregnant and have not gained any weight. for the past 2 years my breasts have been painful and have been growing, but in the last 3 months they seem to have sped up in growth from a B cup to a D cup. I am not pregnant because I have not been sexually active in almost a year and have had my normal period, the pain isn't there when i'm on my period. last year I put on weight which explained their growth but this past year I have not put on any extra weight but they continue to grow and are extremely painful. I have asked doctors and all they do is give me a pregnancy test and say it due to weight gain even if I have told them I haven't put on any weight in over 8 months infact I've been loosing weight at a normal pace. is there an explanation for this or anything I can do to ease the pain? it is difficult to run or participate in gym classes because they are so painful when they move, they are a bit tender but remain firm and do not sag.
