UTI symptoms, negative UA and culture

I have had recurrent UTIs. I have a duplicated left ureter, scarring of the left kidney, and vesicoureteral reflux. Currently I have symptoms of a UTI; frequent and painful urination, lower abdominal pain, (pressure) back pain, nausea, and a low grade fever, which started about a month ago. I went to Immediate Care, and the UA and culture were negative. What could be causing the similar symptoms?
