white slivers sticking out of skin on jawline and neck

i shaved a couple days ago for the first time in a while and noticed that my jawline and neck were covered in white slivers of some sort. i thought they were hair follices sticking out. i attempted to pull some out but they wouldn't budge and that was a pretty painful process. also, my neck and jawline have some sort of dermatitis (not razor burn). does anyone know what the problem could be?
