What are these tiny red bumps?

Can anyone please tell me what these tiny red bumps are?
Is it ringworm?

It's just above my knee on the inner thigh.
I've had it for about a year and is getting bigger with time.
It has not spread to other locations or family members.
It's about 2 x 4 inches now.

These is no pain, swelling, open sores, flaking, pus, itching.
It's not warm to the touch
It's not tender
It causes me no physical discomfort
