Skin Rash

For about four months, on and off, I having been dealing with a flat bump like rash that appears mostly on the backside of my hands and on my arms from elbow down. From the appearance of this rash it looks like images shown for ringworm. I will take a 10Mg Zyrtec pill and the rash will go away for about three days, leading me to believe that this rash is more related to some type of skin allergy. After about three days the rash returns in the same spots. The same flat bump like rash once appeared on the top side of my foot and once on my knee. I am not on any medication and would say I am in excellent health. I am really puzzled!! Thoughts would be appreciated.
