red bumps on legs for over a decade.

When i was 13 or 14, i noticed i had dark, small circles on my legs. about twice or three times the size of a black head. i squeezed them and a tiny lump of tissue with a hair attached underneath came out. Ever since then, even now, 12 years later, those spots are red on my legs, and sometimes form pimples and bumps. My legs have this small, light red bumps, that occasional become pimples. what is this skin condition called? and what is the cause? it is only on my legs.
