Recurring itchy red bumps on my thighs

So for the past few months i've been experiencing these outbreaks of red itchy bumps that seem to spread in groups on my thighs. They are very itchy small red bumps. They don't spread very far because they usually only last a week or two at most. Mostly i get them on my lower thigh. They seem to come back every couple months or so. I don't know if this could be some allergic reaction to something. Or something to do with my pants rubbing on my legs? I did have scabes over a year ago but this doesn't seem like that because scabes spreads quickly and goes other places. Oh and i also recently shaved my legs like with hair clippers, not down all the way so as to not irritate the skin.
