Pain like a sunburn

About two years ago I had a five bypass heart surgery in Florida. About a year ago I developed a redness across my upper chest that looks and feels like a slight sunburn. I've been to a local surgeon, that says I need a referral from my family doctor, who, ignoring this, sent me to a skin doctor that gave me a prescription for a salve. There is no surface rash. Only the redness. My wifes heart doctor, hearing only the symptoms, but not yet seeing me, says that he's never come across anything like this, but he'll check with some other doctors.
