Liver spot cells

I have had a rash on my neck for 15 years (I am 31) and then about 8 years ago I got them on the inside of my arms and my arm pits. Now it is on my back. It all looks like the same rash, like dry red skin. It is really itchy! I got a biopsy of it and it came back as the same cells that make liver spots. Has anyone heard of seen this before?
