itching external eyelids

Have itching eyelids-external only-3 weeks. used eyelid cleaner, discontinued makeup, have not changed anything-perfume, makeup, detergent, etc. taking benadryl at night, claritin in daytime. went to doctor and said it was allergic reactio to something-dont know what-gave me predisoine shot-helped for 3 days, now it is starting again. eyelids itch and turn red--no scaling, no crust, no patches-just itching and sometimes skin has a burning sensation. Eyes are fine-no stye, no conjunctivitis, no dandruff, etc.

Would appreciate any help since eyes are so dangerous to put anything around them.

I've tried EVERYTHING for years to no avail. Hope this helps.
