atrophying skin?

I am not sure if I am using the right terminology, but under my arms and on my calves, my skin is getting very shriveled or scaley looking and it seems that it is getting worse daily. I haven't been able to find out what this is, or if there is anything I can do about it. It looks like something you would see in someone very old. I would appreciate any help. I
