A Foot/Skin Condition, is it Serious?

I've been having this problem with both of my first toes on each foot. On the sides of both big toes (the sides that touch the second toe) the skin is really soft and has a squishy, watery feel to it, like a thawed out ice pack, and those particular sides feel icy cold. They also seem really sensitive there in that area and send a cold, sharp tingling sensation if touch them there; from the joint of the big toes to the tip. I'm a 21 year old male and sometimes when I'm standing, and sometimes walking, I get a slight aching in the middle joints of both big toes. They also tend to pop in the middle joint off and on at times too. There isn't any itching, reddness, swelling, or a burning pain though, just the symptoms I mentioned above. I don't know what's caused it or what's been causing it. I'm not sure if it's normal or not. Is this serious or will it become serious? Does anyone know what it is?
