I am 25 years old, and for many years, even before i was sexually active, I've had about 10 lumps on my scrotum. They range in size, and are as hard as rocks. They don't change in number, and the size doesn't ever change. They don't hurt at all, but I do experience occasional pain around my testicles. The pain can come in short spurts, or last for a good day.
