2 year old with asthma/sinus infections

My daugther was diagnosed with Reactive Airways. We treat her with pulmicort and albuterol. She also gets sinus infections all the time. She has a history of catching a cold or other viral illness and it always progresses into a sinus infection (fever, green nasal discharge, cough). We always treat her with antibiotics but a week later it starts all over again. We've removed her adenoids and she still has issues. We've also tried treating her for allergies with over the counter meds and singulair. None of which helped. She's probably been on antibiotics a good 30-40% of her whole second year of life. What else can we do?
