When I look down, my legs go numb

The title sums it up but here are the details:
If I move my neck in a posistion where i'm staring at the ground my legs get a tingling numbing sensation shooting down them. I also have weakness/shakiness in my legs, balance problems (when I close my eyes i start to fall forward), and blurred vision when I look over my shoulders.
i'm anemic and read that Pernicious Anemia's first symtoms are neurological. I don't know if there is some kind of correlation?
