Right side weakness, atrophy, twitching, 100 tests-No answers! HELP!!!!

10 years ago I experienced mild weakness in my right arm. I now have almost no tricep, my forearm and hand are smaller and weaker.
I have fairly large port wine stains on my back right shoulder, tricep and wrist where the symptoms are. BUT, I also have twitching, and muscle atrophy/weakness in lower calf, ankle and foot as well as chest and abs. With no port wine stains in those areas.

When the neurologist looked at me from the back fully nude she said yes you could see muscle mass missing or less on the right side head to toe. On the front you can see the muscles above and below the right breast are getting smaller as well.

I have had brain MRI-both with contrast and no contrast which was perfectly normal. Neck and back MRI results were the same. Normal.
Except for C5-6 and C6-7 radiculopothy and mild cord impingement. This would only explain the missing tricep muscle I believe. I have had several EMGs which all say twitching "has no origin" or are normal.
They have ruled out ALS and MS.

I have not had a CT or muscle biopsy. I am frustrated and scared. I am only 47 years old and very active.
