facial muscles clenching/stiff neck

For the past several months I have had a stiff neck with facial muscle clenching. This muscle clenching can be mild to strong going from the back of my head to about my cheeks. Have tried massage, heat, tylenol...nothing helps. I have a history of migraines with my period, but never anything like this. Saw a neurologist who suggested it might be a headache without pain, but all the time? Any ideas anyone?
Forgot to mention that I do not take many meds. Imitrex when I have a migraine, but that rarely works for the bad one I get once a month, and Zyrtec for allergies. I smoke, but do not drink.
