Tingly Left Arm after sneezing. Weird thumb actions. bleh

my names Josiah. I am an 18 year old white male.
For the past, I'd say, 2 yrs when I sneeze, most of the time my left arm will tingle, with a numbing sensation; but not like going to sleep, it's different than that.
Also, my left hand is constantly shaky, way more than the right is.
I asked a doctor. They only suggested that I may have an extra first rib, that is resting against some nerves going through my left arm.
I havn't had that checked out, this was back last april.
Since then my hand has gotten worst I suppose. When I close my fist together, my pinky has moved to where it will fold under my ring finger, instead of beside it; as it used to. Also, my left thumb has some problems. Some times it feels clotted or something, like it loses blood all of a sudden at random, and I can't hardly move it. I have to use my other hand to move it, then finally it'll be fine, and I can feel it and move it again. My thumb is pretty much always twitchy.
So, if you could help out any.
Maybe thoughts on what it is, I'd appreciate it :]
