My boyfriend is 56, on his feet 12 hrs+/day, experiencing thigh tingling and pain. Any ideas?

Works on his feet 6-7 days a week. He complains of tingling and aching (Charlie horse style) in his thigh and sometimes calf. He is an avid water drinker 4-8 glasses+ per day, so dehydrated should not fall in the issues. Even if I rub this legs, it is a very short-lived relief. Any ideas of what it could be or treatments?
