I have bumps under my lower lip?

I have tried to research and find out what it is, but I just can't find out what it is! Most of the things I find is bumps in the mouth and genital area. I have never done anything sexual, and never kissed anyone, I am still somewhat young. I am not sure what it is, I think it could be pimples? I tried to clean my face several times, I used proactive and clean and clear and nothing happened, it stayed the same. When I smile, you can see a line under my lip and I find it unattractive and it bothers me. Even when I am not smiling, it is noticeable. I have seen very few people with the same thing as I, but we do not know what it is, nor what caused it. I still think there is a chance it is pimples or something that I did not try hard enough to get rid of. It does not sting or itch, it is just very bothersome. There are no bumps/balls inside my mouth or on my lip. It is just under it. It is almost like a line under my lip.
