What is going on with my skin?

I have posted pictures of my skin problem in the links below.

Basically, 3-4 years ago i started to notice "freckles" or spots on my elbows. I ignored it but this year these spot have appeared on all the joints of my body such as my knees, knuckles, elbows.

Why does it happen only on my joints? there must be some explanation. How can i stop them from appearing. Is it due to suntanning? (i dont fake bake) But i refuse to hide myself from the sun the rest of my life. (im in my early 20's)

How do i stop this from happening more/ getting worse? (i tried to use sunscreen on the areas but they keep developing more despite) Also, how do i get rid of what i already have.
