recurring forehead and face rash

For several years now I have a rash on my forehead which recurs every week or 2, sometimes worse than other times. It is small dry patches and small bumps. If I apply Fluocinonide it will go away but come back. It is in my scalp for sure and seems to be spreading to my eyebrows, ears and nose. It doesn't look like Rosacea to me, it doesn't seem to be that thick.
