Penis Irritation

My penis has been irritating me for quite some time now (at least 2 months). It itches where the scrotum ends at the side of the sac (between the thigh and the sac). It's still considered part of the scrotum, so don't think it's the "valley" between the sac and thigh. Anyways, there's not really visible signs of rashes...but whenever I itch it, the area gets a lighter color, and puffs up a little. The area is very smooth now (probably because I itch it so much), unlike the other areas of the sac where it's wrinkly. I don't exactly scratch it...I rub the scrotum together to relieve the itchiness. I think it's jock itch, but I'm not sure. To try to treat this area, I've tried normal body lotion (lubriderm), but it doesn't help too much. I've dried Desonide cream...I'm not sure how much it helps, but I gave me temporary relief. I also have Lamisil, but I haven't tried that yet.

What bothers me more is this new itch I have. It's on the shaft, on the lower half of the penis (base). It seems to get worse the day after I masturbate. I masturbate with Lubriderm lotion. The area gets dry, shiny, and red. And I can see it sort of cracking up. Also, a dark red/brown line appears that wraps around the shaft, not all the way around. The line looks like it may be a vein? Whenever I touch the area lightly, it still irritates me. To treat this, I've tried lotion, which seems to be logical because of the dried up appearance, and it seems to help a little. And I've tried Desonide cream once again...I'm not sure of the effect, but it hasn't cured it.

And 1 more spot that I'm concerned about. When I talked about the itchy scrotum near the thigh, that was the left side. On the right side, it isn't itchy, but there have been dark brown spots (not that big) on the scrotum (near the thigh once again). It doesn't itch or anything, but I've had them for many years. I tried washing that area very well, but they don't go away...

For all of these problems, I've already tried washing them very cleanly with soap. It doesn't work that well...

By the way, I'm uncircumcised, never had sex, and 15 years old.
And one more question. Last time I went to my doctor, it was the first time he took me into a private room to examine my private part away from my mom. When he does that again this year, and feels that he needs to prescribe some medication, will he tell my mom? it's kind of embarrassing...
