Infant development delay

My 2 year old son has clear developmental delay issues. He is not walking yet, indeed not crawling yet, only able to hold himself in the crawling position for a few seconds before limbs flail outwards.

Other children of his age have a small vocabulary but he is showing no signs of this; indeed he still seems to be at the stage of a 9 month old baby in most areas of development. He is progressing, but VERY slowly.

He had a troubled birth - eventually came out still, 2 sets of very low APGAR scores, doctors had to work on him and he started breathing fine after what seemed an eternity but was probably only a couple of minutes.

Could this delay be responsible for his issues now, or is it more likely to be a known (albeit rare) condition? He looks completely normal in every way and has a lovely nature.
