Herpes Scare...

Hello im a 21 year old male, i recently had a sexual encounter with a female i did use protection but the condom broke. Now a few weeks later my scrotum is been irritated kind of burning and a little red. I went to a clinic to get tested i know they gave me a blood test and a swab of my uretha everything came back negative. However the results were there within about an hour so they used a quick check or something. Looked at my blood and the swab under a microscope and told me that they seen nothing to be worried about. Well here i am a few days later and my scrotum is still pretty itchy and gets red when i scrath it. Also on my penis shaft there is a darker colored ring almost like a drarker colored skin about a nickel size it doesnt irritate me and when the skin is stretched you can see the blood vessel that is there causing it. It doesnt hurt when i urinate or anything just my scrotum is itchy and tingly sometimes. I am very very freaked out and scared this is affecting my work life very badly. I looked up symptoms for herpes and seen the itching and tingling and that scared the ever living **** out of me. I dont know why this is happening if everything came back negative. I am in Iraq right now so i know they dont have the best tools here to test with but they drew blood in 2 or 3 diff containers then spun it in some machine and tested it but like i said it was a quick test like a 1 day turnaround. Could somebody please help me out here i am freaking out and i want to get back to my old self
