Chronic phlegm/mucus that I cannot clear

I noticed a lot of posts indicate a problem with coughing or hacking up mucus, but that is the opposite of my problem. I have chronic phlegm in my throat during this year's allergy season that I CANNOT CLEAR. i can't swallow. When I do, it feels like there is an object in my throat restricting passage. It's aggravated when I eat. I can breath ok, but I feel like the mucus is constricting my throat. I snort and cough and do everything i can to get rid of it.. and I can't. I can't even get a good "loogie," if you will. It just lingers there near my tonsils, it feels like. I use nasonex spray, antihistamines, and Singulaire for allergies, yet the mucus won't go away. If anyone has any suggestions, PLEASE help. I'm constantly irritated with this problem and getting desperate. I've told my doc but they seem to think it is just an allergy symptom.
