Stridor and trouble turning neck

My 4 month old has had a stridor since the first week he was born. It worsens when he gets excited, eats, and when he sleeps. He was a ll twin (37weeks) and was the second baby born weighing in at 5.9. There were 9 minutes between the babies being born vaginally. He HATES to turn his neck to the right. He also
Has struggled to gain weight. He has been diagnosed with GERd and struggles to keep his food down. He has to use Thick-it. At 4 months he weighs 10.3. He is very thin but long.
I can't hep but feeling that the low weight gain, stridor, acid reflux and neck problems are all related. I feel like he burns up all his calories just trying to breath. It is that labored.
Please help me help my baby!
I have gone to the doctor many times this summer to have no solution.
