OMS diagnosis, not sure.

My cousins daughter has been diagnosed with OMS and she is only a year old. Her parents noticed some develpmental delay but no one seemed concerned, a cardiologist suggested checking her oxygen levels and it was deemed that the levels were not sufficient(about half of normal levels) She has experienced seizures and is dependend upon oxygen. Is this type of oxygen depravation consistent with OMS?
