18 month old can not straighten legs

Hi there. My 18 month old Levi has been walking since 12 months old. He seemed to be bow-legged, which I thought would clear up. He is now 18 months old and still walks bow-legged - in addition, he ALWAYS walks and stands with his knees slightly bent. I have NEVER seen him straighten his legs fully. The other day I "forced" his legs straight while he was standing and he had to lean forward the entire time. It seems as though he cannot straighten up fully. We have a dr. appointment in a few weeks, but I am just trying to come up with some ideas of what we might be dealing with.
