treating cold sensitivity

I suffer badly from cold all my life, and now that I am getting on in years (I am around 60) it is getting worse by the year. I have outrulled all diseases. It seems to be some crazy inexplicable sensitivity. I can't figure out how to be warm. At this point I am wearing huge amount of layers of clothes. It still doers not help all the way. Can anyone suggest any solution? I live in a very warm midlle eatern country where it is rarely freezing. I still heat up my house in the winter. It does not help!:(

Also: Does anyone have any experience with which is the best thermal underwear around? :) (for freezing mountain climbers and the like :) . I can order some online if you give me a URL, or just tell me what are the requirements (material, thickness etc... and where these are to be found)
