Torturing Rash

I have these patches on my skin that are bright red. They are circular and there is one on my left wrist, a BIG patch in my left arm crease, a patch on my shoulder, a patch on top of my right hand and a patch in my right arm crease. I have tried creams, vitamin e, cortisone and nothing has worked so far. I recently found out it was the water supply where I live that has been doing this to me. It itches to the point of constant uncomfort and nothing I do seems to help.

Please help me. This has been very troublesome to me. What should I do? Thank you.
