tingling and pain in the bottom of both feet

I have had tingling and pain in the bootom of both feet for more than a year now. I have been tested for diabeties and i dont have it.I have had a double tarsell tunnel and that did not get rid of it.I can not stand it anymore!!!!!!! the doctor cant tell me what is wrong. they put me on siezure medicine this seems to help very little. can someone PLEASE tell me if they know what this could be. I have nothing in the top of my feet or legs or hands it is only in the bottom of my feet and getting worse!
