Swollen legs

My mother has experiment very strange symptoms for the last 27 years without any medical answer. She has a swollen foot and ankle (the left one) and right now the situation is really bad. Every time she is by foot for a long time her foot get so swollen! It also itch and she has little balls around her ankle and the color becomes red. In the past months every time she goes shopping for ex. and walks a lot, after few hours her foot is too heavy for her and she starts walking with difficulty... like dragging the left leg. Doctors have made a lot of different blood test and other test and she has been to so many doctors, but any of them can say give an accurate diagnose. When she was younger she use to get dizzy a lot and some of the times she fall in the floor. Now she still gets dizzy but not very often and is usually when she walks a lot. Can somebody help me getting some ideas that she can discuss with doctors? thanks a lot! Carolina
