Small, red irritation under right eye

For around a month now, I've been dealing with a small area under my right eye that has developed little red dots that are somewhat itchy from time to time. The bumps are not raised, my affected area of skin is still smooth feeling to the touch. I've been washing the area with dial anti-bacterial soap, and I also apply an anti-bacterial cream from time to time. Both help, but the rash never completely goes away. Can anyone help me out with a possible diagnosis/over the counter remedy solution? I can't go to a doctor because I'm a broke college student without insurance. Thanks!!
