Small cyst painful urethra

Hey every one. I normally can never shave my genetials due to having such fine hair. I usually get really bad ingrown hairs on my neck from just shaving my face. Well i was trimming (i'm a man) about a week or so ago and about 4-5 days ago i started getting small pains in the upper half of my penis. The tip feels like there is something in there just outside of sight and i can feel basically the top half of my urethra.

While self examining i felt a small small almost pea like structure in there. If I screw around with it it will inflame and get larger and harder. I am freaking out thinking it was herpes or something like that but after reading around here for a while I am doubtful. There is no discharge or any big sores. I have been trying to get it to go away by washing it alot and wrapping it in a warm towl to see if it will brake up and absorb back into my body.

I had one similar (?) to this on the very outside of my penis that never hurt or bothered me much but it kind of looked like a small wart or growth so i eventually picked it out with a needel. This one however is on the under part of my penis and hurts. I think its due to the location near the urethra. Am i thinking correctly here? any commets would help. Thanks.
