Skin Condition during the winter

I get these bumps on my lower right arm (bottom) and top left arm, only during the winter. They are red and itchy, but they are small, and not very risen.
I cannot afford to go to a dermatologist at the moment, but my doctor from a about a year ago told me to use Corn Huskers, it didn't really help the itching, and they didn't go away until winter was over.
I was wondering if there was any lotion/cream I could use, or even what it could be.

I have eczema on my hands, it is just rough, and it really only gets bad when my hands are dry (mostly during the winter) but the eczema and the rash on my arms look completely different.
