Shortness of Breath in pregnant 36 year old

I have been to the ER and the doctor in search of an answer. I am short of breath, which seems to be minimally relieved by drinking water. I suspect that the shortness of breath is due to dehydration. However, I don't know why I am dehydrated. I suspect there is an underlying cause for the dehydration other than I'm just not drinking enough. I am currently drinking over 64 ounces of water a day.

I am 14 weeks pregnant and nursing an 18 month old twice a day.

Any thoughts about possible avenues to pursue. The ER ruled out pulmonary embolism, heart problems and some other biggies.
