Recurring ER Level High Blood Pressure--WHY?

My father 74 yrs old has had emergency level high blood pressure ie. 220 / 100 at times, mostly occurring at night and sometimes lower, and other times upon hearing difficult news. We don't know how to help him and he has had many tests and tried many medications to no avail. The last test he has had was an adrenal gland CT scan which showed extensive calcification of the abdominal aorta. He is a vegan, exercises and has some stress, is active in his family business. His blood pressure has always been a little high most of his adult life but nothing like this. Please help with any ideas, suggestions, or similar experiences, thank you!!
