Mysterious skin rash after diving

I work in the dive industry, and around 4 weeks into a new job diving in the Celebes Sea I started getting this mysterious skin rash. Lots of small, itchy lumps that look like small pimples. They're mostly on my arms (especially wrist and upper arm area) but also on chest, back and thighs. In some places it resembles a scabies rash, so I figured maybe it's a bedbug so I treated with permethrin (which didn't help) so it's not scabies. I sometimes get acne, but usually on the face only, so what could it be?
The rash is very itchy and even now, 3 weeks out of the water, though the itchiness has improved the lumps are still there. I figured it could be a reaction to anemone larvae but if it was that, surely the rash would be gone by now?
