My itchy, itchy neck

A few weeks ago, my neck started itching, just the front and sides, not the back. It was so bad that I had to scratch and produced an inflamed red rash, solid and raised. Doctor gave me some ammonium lactate, which improved the appearance and subdued a lot of the itch. But now the itching has returned full blast.

Why is my neck itching. I don't wear necklaces, haven't triedany new products. Why just my neck?
