Itchy skin

Male age 65. I get a severe itch most days - Sometimes in both legs, sometimes in both arms and often when I get into be, across the shoulders. It lasts about an hour and I need to keep scratching. I have used citerizine but I don't know if the tablets control it or if it wears off anyway. If it is in the legs it will be both legs - If the arms both arms and likewise both shoulders.
I have seen doc and consultant, they did not give an allergy test. It seems sometimes as the slightest wool in clothing will trigger it. Had problem about 10 years.
Any ideas, anyone?
