Itchy Clusters of Blister on my ankles and feet

I have been to the dermatologist numerous times regarding the blisters that I continuously get on my ankles and the top of my feet. Sometimes the blisters are in clusters and sometimes not. They itch like crazy and are especially worse in the humid summers when I wear sandles. Occasionally I get them in the winter which tend to be single blisters and the clusters seem to appear more in the summers.

I have been told its dermatitus or alergies however none of the creams and alergy pills have ever worked. The blisters clear up after 3-4 weeks with or without medication but they always come back. One thing I did notice was when I used to frequent tanning beds, the blisters wouldn't come for the most part. Maybe occasionally one or two but never in clusters.

Does anyone know what this is? Am I stuck with this for life? :confused:
