history of hernia with lower abominal pain

i am a 53 years old male and have a history of two inguinal hernias which were operated upon and mesh was inserted. Both were on the right side.For the past one year i have been experiencing pain in the inguinal region. it also spreads to the buttocks. i also feel itching on the tip of the urethra and i feel urgency to pass the urine after which i feel bit relaxed.
the pain worsens on sitting for long periods.

the doctors performed all of the following investigations 15 days ago
1. urine R/E and culture = normal
2. Blood Cp = normal
3. ultrasound of lower abdomen = no pathology seen, small prostatic calcification was seen
4. CT abdomen, pelvis with contrast = a small phlebolith of 4 cm was seen and small fat containing hernia tracking along right spermatic cord. Rest of the CT was normal
5. PSA within normal limits.

The surgeons and urologist consultants after having carried out all the tests do not have any idea. I have also have had a full course of ciprofloxacin even though no UTI was seen. Today i am again having the same painful symptoms. i would be obliged if u can help me relieve the pain.
