High White Cells count

My sister has very high white cells count 18,000 to 25,000. This chronic condition has been going on for over 4 years. They did all kind of tests. There is no cancer. Her white cells are high most of the time. She feels like if she has high fever, but she doesn't. Sometimes when the white cells are very high, she is very susceptible to other infections. Otherwise she is very healthy. She does have gum disease, but other than that she is OK. any ideas
