Dry forehead

For most of my life (I'm 47, male) I've had dry skin on my forehead after I wash, with or without any kind of soap or shampoo - ie just water will leave me very dry within minutes. If I don't moisturise my forehead becomes itchy, red and sore, and eventually starts to crack. More or less any moisturiser seems to help (I usually avoid scented) but only in the short term. The dryness is patchy, but always in the same places. My scalp is also quite dry, but my eyes and the rest of my face are fine. I sometimes have dryness on my neck and usually behind my right ear. Does this ring any bells with anyone? Thank you.
