Diagnosis for a severely swollen ankle?

My partner is the type who is reluctant to see a physician. He has a problem with his ankle which I feel is of a serious nature. I am searching for information to give him in hopes I can prompt a visit to the Dr.

Please Help.

When he was a baby, he stopped breathing, and the doctors cut a vein or something in his ankle to get him breathing again? He has a small scar on the inside of this ankle and it is a little bit fiberous to the touch.

His ankle gets incredibly swollen, he cannot close his boot when he puts them on to come home. I rub his ankle for as long as it takes to reduce the swelling and make the redness in his ankle diminish.

Visible symptoms:

Swollen and puffy
Red, purple and veiny looking
Small spot on the inside of the ankle bone which he calls 'the spot' when I am rubbing his foot and ankle.

I believe that there is something severely wrong with his circulation and that it could be life threatening.

Any ideas? Advice? How do I get him to have it looked at?

If a clot breaks free in the leg it can travel to the lung and cause a pulmonary embolism. That could kill him. Rubbing a DVT can be deadly.
