Developed two blisters(not sure if they are blisters) on labia

for the longest time I have had irritation bumps all around my labia majora and on labia minota they very tiny and I have a lot of them all around doctors say that its due to irritation 4 doctors have said that... along with the tiny bumps I started to get UTI I have had 4 since November the last 2 1/2 months I have not had another one along with the uti I had yeast infections..due to the UTI I have taken 3 std test and all negative. and they have all done pap and said no herpes I had a pap about 2 weeks ago because I have been really itchy inside my vagina doctor said I was just really red she said it might be due to vaginal dryness since I recently got on the depo shot.. but recently I got these 2 big white pimple like bumps on labia majora I popped it and and clear fluid came out along with pus and a little of blood it never itched but it kinda hurt when first touched then after I didnt even notice it. I havent gotten my period. Itching in vagina has stopped a little when I started to use hydrocortisone but I still have that itching. I have no problem urinating. could this be herpes???
